NOA, OGP Collaborate To Enhance Citizen Engagement In Governance


The National Orientation Agency (NOA) and the Open Government Partnership (OGP) have embarked on a mission to deepen citizen engagement in governance and promote transparency and accountability in Nigeria.

This development comes on the heels of a meeting between NOA’s Director General, Mallam Lanre Issa-Onilu, and OGP’s National Coordinator, Dr. Gloria K. Ahmed, at the NOA headquarters.

Issa-onilu highlighted the Agency’s structure spreading across the 774 local councils, 26 states and new six zonal offices which gives OGP enormous capacity to educate Nigerians on the objectives of the initiative.

The visit focused on strengthening collaboration between both institutions to drive transparency, accountability, and citizen participation in governance.

Dr. Ahmed called for a stronger synergy, urging NOA to deploy its nationwide structure to create awareness and sensitise Nigerians about the OGP, which remains unfamiliar to many. She noted that with the conclusion of Nigeria’s third National Action Plan (NAP 3) in January 2025, preparations for the fourth (NAP 4) are underway, and public engagement is key.


Mallam Issa-Onilu pledged NOA’s full support, highlighting the agency’s 818 offices across the country, vast database of citizens, and access to 199 radio stations, over 32 TV stations, and social media influencers.

He also introduced CLHEEAN, NOA’s AI-driven tool, to enhance real-time updates and monitoring of civic activities, aimed at achieving impactful results in partnership with OGP.
