
A new civic-political force, the Legacy 2027: Kwara Continuity Movement (L27–KCM) has declared that it’ll protect and sustain the legacies of the Governor of Kwara State, HE AbdulRahman AbdulRazaq beyond his two term tenure which ends come 2027.
The group make this declaration during their official unveiling and a press conference held on Tuesday, at the Nigeria Union of Journalists (NUJ) Centre in Ilorin, with a passionate pledge to consolidate the reforms and achievements of the administration of Governor AbdulRahman AbdulRazaq (CON).
The movement, described as a broad-based coalition of citizens and progressive actors, declared its mission under the theme: “From Liberation to Legacy: The Unfinished Revolution of a People’s Dream.”
Addressing the press, the group noted that Kwara State is witnessing the formal unveiling of the L27–KCM, a movement united by one solemn mission to safeguard, sustain, and expand the enduring legacy of the administration of His Excellency, Mallam AbdulRahman AbdulRazaq (CON), and to ensure that the foundations of a new Kwara never again yield to the failures of the past.
The movement is not launched in anger but in responsibility. It is a generational compact to protect progress, defend truth, consolidate reforms, and strengthen continuity anchored on competence, prudence, inclusion, and measurable performance.
The L27-KCM stated that the Òtógé movement was not merely an electoral victory but a civil awakening a collective decision by Kwarans to dismantle a political culture comfortable with concentration of power, opacity, and uneven development. Six years ago, Kwarans rose to replace the old order with a governance model built on competence, accountability, and service.
The movement asserted that under Governor AbdulRahman AbdulRazaq, the face of governance changed from patronage to prudence, from propaganda to performance, and from entitlement to empathy, making the verdict clear that Òtógé was right, and it has delivered tremendous societal good.
They noted that the Quiet Transformation of Kwara
Under the leadership of Mallam AbdulRahman AbdulRazaq, the state has undergone a fundamental transformation in the philosophy and practice of governance, revealed through measurable outcomes and institutional reforms.
Among the achievements cited are; Over 1,200 kilometres of roads completed, ongoing, or facilitated—surpassing the combined output of multiple previous administrations.
* A more than 100% increase in internally generated revenue (IGR), strengthening fiscal independence and development capacity.
* Historic investments in education, including mass teacher recruitment, classroom construction, and long-overdue welfare reforms.
* Clearance of salary and pension arrears, alongside the implementation of two minimum wages.
* Economic diversification and activation of globally strategic initiatives such as the Garment Factory, Innovation Hub, Smart City vision, and institutional urban renewal projects.
Beyond headline accomplishments, the administration delivered reforms whose significance lies in how quietly they have become normalized.
The Kwara Social Investment and Support Programme (KWASSIP) has integrated thousands of youths, women, artisans, and vulnerable households into structured empowerment pipelines, restoring dignity rather than dependency.
L27-KCM stated that while Kwarans may have seen the projects, many still perceive them as “normal” public procurement. The movement stressed the fundamental importance of understanding the strategic revolutionary underpinnings guiding them.
The administration adopted a structural reform approach grounded in three interlocking pillars: Infrastructure as an economic enabler, Institutional renewal and completion of sunk public investments, and Human capital, innovation, and private-sector leverage. Kwara is deliberately positioning itself for entry into the new global creative, knowledge, and innovation-driven economy.
At the core of this transition is a portfolio designed to unlock human capital and stimulate private enterprise the Ilorin Innovation Hub provides a platform for technology, digital entrepreneurship, and global connectivity. The hub, covering over 13,000m² and accommodating more than 1,000 users, is one of West Africa’s largest and thrives on partnerships with IHS Nigeria, Co-Creation Hub (CcHub), and Future Africa.
* The Visual Arts Centre and the Kwara Sugar Film Factory anchor the state firmly in the creative economy.
* The Kwara Garment Factory introduces industrial-scale creativity, linking fashion, manufacturing, and youth employment, and embedding Kwara into regional and international supply chains.
* The International Conference Centre positions Kwara as a destination for business tourism.
* The rebirth of the historic Kwara Hotel and the transformation of the once-neglected Flower Garden reinforce a people-first philosophy.
* Looking ahead, the Kwara Smart City and the University of Education extend this vision.
Collectively, these initiatives form a coherent strategy to build a diversified, resilient economy, creating magnets, not migration, and reducing dependence on government revenue and civil service salaries.
They added that Kwara’s infrastructural renewal links physical development to economic activity and civic functionality. Over 145 strategically selected roads have been completed or are ongoing, concentrated along economic and institutional corridors, including the systematic upgrade of Ahmadu Bello Way, Ibrahim Taiwo Road, and Unity Road.
Beyond the state capital, the World Bank-supported RAAMP programme has upgraded over 209 kilometres of rural roads, improving farm-to-market access. Key federal and tax-credit facilitated roads mentioned include the Ilorin–Offa–Odo Otin Road (42.5km) and the Bode Saadu–Kaiama–Kosubosu Road (128km).
Institutional Renewal, Completion, and Innovation: Finishing the Unfinished
A defining strength is continuity: finishing inherited projects and building intelligently upon existing foundations. This includes:
* The remodelling of the Government House, the ongoing construction of the Kwara Revenue House, and the completion of the Judicial Multi-Court House Complex.
* The revival of the KWASU campuses in Ilesha-Baruba and Osi, the KWASU Teaching Hospital, and private partnership teaching hospitals.
* The Patigi Regatta Hotel revival, the specialist Oncology Centre, and the aviation institutional upgrade into a federal aviation college.
* The opening of the Gbugbu International Market and the radio station in Kwara North, ending decades of signal isolation.
Education reform is notable for discipline and measurable outcomes: UBEC counterpart funding is paid regularly, SUBEB has been overhauled, and KwaraLEARN has improved classroom standards, teacher capacity, and learning outcomes.
Kwara’s reform credentials are validated through strong performance in Ease of Doing Business, SFTAS, SABER, FRILLA, and other World Bank-supported subnational programmes evidence-based assessments of fiscal discipline and service delivery.
The movement emphasized that Governor AbdulRazaq has consistently affirmed that leadership must build legacies, not dynasties.
“This philosophy has stabilised political culture and restored confidence that power exists to serve the many, not entrench the few… Legacy 2027 is a direct response to that historic assertion—to give hands and legs to it; to protect it from misinformation; and to institutionalise it as a permanent governance culture.”
L27-KCM encouraged all progressives to emulate this subnational miracle, stating that Kwarans are united behind him and ready to deliver in the next electoral cycle.
The movement saluted President Bola Ahmed Tinubu, GCFR, recognizing the national imperative to stabilize high-performing states and defend credible reform stories.
They highlighted key federal achievements that benefit Kwara and the North Central region, including:
* The Presidential Compressed Natural Gas (CNG) Initiative and the rollout of the Student Loan framework through NELFUND.
* The advancement of the Ajaokuta–Kaduna–Kano gas pipeline and related energy infrastructure, laying the industrial foundation for manufacturing and agro-processing in the region.
* The unprecedented quality of Federal appointments that Kwara State has enjoyed under this administration.
L27-KCM stressed that the harmony that delivered the historic 2023 clean sweep President, Governor, all 3 Senators, all 6 Members of the House of Representatives, and all 24 Members of the State House of Assembly is both political capital and governance capital.
The L27-KCM asserted that the same interests that once mortgaged the state’s future are now whispering division, and succession politics is threatening what progress has been built.”If we sleep, the old order will return and undo the gains of reform in one season of greed. Legacy 2027 rises therefore as the guardian of continuity, the firewall between progress and relapse. Not against any man, but for a principle: that no legacy must die because tenure ends.
Legacy 2027 is a generational voice driven by responsibility for the future. It is a compact across frontline Òtógé ambassadors, youths and elders, united by one conviction: Kwara’s progress must be protected, deepened, and institutionalised.
This means defending facts with clarity and dignity, amplifying achievements without arrogance, engaging critics without hostility, and preparing the ground for continuity.
