Zamfara State Governor, Dauda Lawal, has approved the appointment of Dr. Bilyaminu Umar as the pioneer Secretary of the newly established Zamfara State Persons with Disabilities Board.
In a statement issued on October 22, 2025, by the Office of the Secretary to the Zamfara State Government (SSG), the announcement was made public by the SSG, Malam Abubakar Mohammad Nakwada, who disclosed that “the appointment takes immediate effect.”
Dr. Bilyaminu, aged 40, is a seasoned public servant with a strong background in leadership and advocacy for persons with disabilities.
He is currently serving as a Senior Veterinary Officer (GL 14) in the Zamfara State Civil Service and also doubles as the Chairman of the National Joint Association of Persons Living with Disabilities (PWDs), Zamfara State chapter. He obtained a Degree in Veterinary Medicine from Usmanu Danfodiyo University, Sokoto, in 2011.
The appointment of Dr. Bilyaminu comes barely a month after Governor Lawal inaugurated the leadership of the Zamfara State Persons with Disabilities Board, comprising an Executive Chairman and six permanent members — all of whom are persons living with disabilities.
According to the statement, this latest appointment “completes the Board’s leadership structure, reflecting Governor Lawal’s commitment to promoting inclusive governance in the state.”
Governor Lawal, through the statement, urged the leadership of the Board to “work with utmost integrity and dedication toward safeguarding the rights of the PWDs and facilitating their development.”
